A lot of the overtly political themes the genre explored became mundane components of the current political climate. Add to that so many 'cyberpunk' works for a long while have just been the bastardized aesthetic with nothing of narrative substance. In the manga Batou is having a cyber relationship with a 95 year old man that presents himself as a young woman. That is all that is known about his sex life. And it is implied that he is willfully ignoring that fact, even though others think he doesn't know.
But if you are referring to '95 anime, it is implied that Major is a guy and unlike manga Batou, he is not gay. Although kinda tricky to know who is what sexuality in such a setting.
The golden age of Japanese cyberpunk anime was from a combination of cyberpunk being the hot new genre, and there being enough money sloshing around for hyper-violent, hyper-sexed ova's to get funding.
The money has dried up and cyberpunk has fallen out of fashion. Also as real world tech has moved close to cyberpunk things that would have been cyberpunk in the past are increasingly set in vaguely contemporary settings.
We're starting to live in a shitty version of it though! Don't worry the suffering will still remain but all the cool parts are replaced with very poor standards of living and your shrinking freedoms

I think the technology is already accessible. We just didn't foresee what the technology was going to be. We got internet and smartphones instead of bodymods and cybernetics. The plot for the first movie should of been the season 2 plot. Would of been a great opportunity for more in depth world building. Also the story for it wasn't crap unlike season 2.
