Aside from what said, the villain is not always the want seeking change.
For example, the Anti-Spiral from TTGL has the sole goal of his keeping the status quo while the heroes are the ones fighting for change.
Usually, it depends on whether the villain is the one on top when the story starts or if he is the underdog. The villains who are on top usually fight to preserve the status quo (mainly because they created it) while the underdog villain seeks to bring change and create his own status quo.
And then you have the villains who just want to fuck shit up and don't care at all about the status quo.
