Gohan never refused to fight Cell, he just said he doesn't find enjoyment in fighting and how he doesn't WANT to kill people even if they're evil. He's not refusing to do anything against Cell, he was just saying how he'd rather end things peacefully if he could because there's no personal satisfaction in it for him to use violence.
