Anno didn't direct it but he had a close friendship with the director Shunji Iwai. The year before they worked together on Anno's Shiki-Jitsu and Anno himself recomended Iwai to use digital cameras on All About Lily Chou-Chou. People often ignore Anno was very active on the Japanese indy scene during the late 90s until the mid-2000s, either by making his own movies or collaborating with other directors.

Gainax did sign over rights to a live-action Eva to ADV back in the 90s. They even agreed to pay 10% of the budget estimating $100 million total.
Gainax reneged on that, and ADV sued them. The resulting legal case insured that it wasted enough time that ADV went under, Gainax withered to a shell of its former self, and Anno ran off to found Khara and squat on the rights to Eva until they expired and Gainax would get nothing from it anymore.
