Gendo wasn't going to execute Seele's design for Instrumentality, his only intention was to reunite with Yui, everyone else could get fucked for all he cared.

gendo and seele visions of the instrumentality were fundamentally oposite, gendo wanted to use the power of the instrumentality, seele wanted it to become like gods on earth, to both of them instrumentality was a means to an end and i think both of them failed

Towards the end of EoE Rei voiceover explains how people will need to seize life with their own two hands.

This lines up with what we saw in Episodes 25 & 26 - the entire human race is going through trials of their own consciousness, each ultimately making the decision to either stay as LCL or return to human form.

There is no implication in End of TV that Shinji has control over instrumentality.
He decides to keep on living, but does not explicitly reject what instrumentality means.
He can keep living as "himself" but is he going to still be aware of what is "himself" when it took the others to make him realize he could be happy?

What about Fuyutsuki? I was sure one of them said that it was up to Shinji to make the right choice.

Its like this:

Original plan for instrumentality was to use Lilith's Flesh and Adam's Lance of Longinus once all the angels were beaten. This was what SEELE and Gendo both agreed to.

Gendo has Lance chucked at the moon, and SEELE no longer trust Gendo.
So they tell him they're gonna use Eva-01 as their impact trigger (using the MP-EVAs as their control) instead because now it has an S2 engine. This doesn't fly with Gendo, because Yui is in 01.
Gendo's plan is revealed that even without the lance, he can use the Adam embryo to still imitate an impact with Lilith's flesh, with Rei as his obedient control. Manga and the NGE2 game elaborate that Gendo's instrumentality plan would be akin to a VR world, where there is no suffering.

One detail I forgot, the reason Eva-01 works as a Lilith substitute and not any of the others is because it is the only Evangelion derived from Lilith.
All other Evas were made from Adam.

Your interpretation is wrong. They literally do an entire segment about how we define ourselves based on what we are not (i.e. other people). The whole thing is Shinji struggling against intrumentality by developing a sense of self-worth. That's why the art for the other people becomes more defined as he grows more accepting of his place among other people. Instrumentality is the world of white with no boundaries and only Rei's voice.

If he developed a true sense of self-worth, he would know he doesn't need anyone's congratulations, especially his father's.

Additionally, Yui is there. Yui is not part of instrumentality.

There's no reason to be upset. Most of the "major" components of the setting and side plots are not explained. It's not a problem with the show; actually, it heightens the drama of the conclusion by leaving you dazed and somewhat lost - like Shinji certainly was.

Most of the questions that are raised in the show (e.g. "What was SEELE trying to accomplish and how did it differ from Gendo's plan?") aren't answered because the questions aren't relevant to the actual story and theme of the show. The series isn't "about" mecha fights and global conspiracies - it just "has" them. Similarly, knowing how a hyperdrive or lightsaber works, or whether stormtroopers are conscripted, has no real bearing on understanding Star Wars.

You fundamentally cannot get the approval of others in instrumentality because the concept of the "other" doesn't exist in it. All are one. By realizing that he has a place among other people, Shinji develops a basis for establishing his own self-worth.

He's being welcomed in to the collective.
Once he accepts, that will no longer be the case, but he had yet to.

I'm pretty sure the TV ending actually depicts Shinji's process of "instrumentalization" as in merging with others, which is symbolized by the glass (AT field) breaking at the end. The captions during the episode also pretty explicitly say that what we're seeing is the process of instrumentality in the case of Shinji.

The whole baggage of "Shinji will choose for all humanity" doesn't exist in the TV ending, in my opinion.
