Short answer: Rec charts are made by people who are in no position to make them in the first place. It's the narcissists who consider themsevles smart and knowledgable enough to make them.
Long answer: funposters aka shitposters aka OnlyMoeshitters (please pay attention to the "only") rarely take thier hobby seriously. To them anime are nothing but cartoons. Fiction is created independent of outside influence, real world events have no impact on its creation, escapism plays the primary role and no creator ever wanted to create something that went beyond having fun. However, since most of their favourite shows are virtually the same, they don't feel the need to make rec charts. They are the other side of the coin. The people who make rec charts are too narcissistic and incompetent, and the OnlyMoeshitters don't think it's worth caring about since it's just cartoons. The few people who genuinely care about anime and are competent enough to create a balanced rec chart never bother because they lack the narcissistic personality and underestimate their own level of knowledge.
