I've watched 10 episodes across 6~ months because I've been told it's the best part, but it just seems too silly and has no objective or plot until now, at what episode it gets interesting?

It's not as dynamic as part 3, but also not as dramatic as part 5. Rohan episodes are the best thing from part 4.

Cheap trick, Tony, Ratt and Cinderella are probably my favorite fights in part 4. The "plot" picks up after like episode 14.
I like the change of pace and slight slice of life feel of part 4. It feels like a breather in between the super intense parts 3 and 5 and gives the part a unique sense of identity. Also I'm a huge Jotarofag so the more of him the merrier.

Some of the most enjoyable parts of stories are seeing the characters’ day to day lives. It lets you see personality a little better since you get to see what the characters want to do when the fate of the world isn’t on the line.
Josuke is a goofy high school student who picks up turtles, hates getting his shoes wet, and wants to get some petty cash for summer vacation.
Jotaro wants to save his mom and is a jerk.
Giorno has a dream.
It’s nice to see characters off their guard and that’s easiest when the characters can return home at the end of the episode.

It's good from the very beginning, there is neither an objective nor a plot, kira might as well be a minor villain that overstayed his welcome that's what so likeable about him. If you're unable to enjoy slice of life in general, then you're not gonna enjoy part 4 and you might have ADHD
