There's a degree of ambiguity to everything, but your impressions aren't quite the same as mine.
I'm not convinced that Mabu wants to be fucked by the otter, even if he's touch-starved (and potentially mental); the otter taking the form of Reo and touching Mabu uses Mabu's desire to be touched by the real Reo against him. Mabu can't have the real Reo, but the otter imitates what he cannot have and mocks him while forcing infidelity upon him; if Mabu happens to experience any pleasure or arousal from it, that's certainly saddled with shame, because OtterReo is distinctly not the real Reo even if his body responds.
Making zombies seems to have a dual purpose of supplying the otters with energy (the otter-kappa war was fought over desire energy, iirc), and causing distress to Reo and Mabu. Reo has to do terrible things like kidnapping and killing people in order to keep Mabu alive, and Mabu has to accept those sacrifices to stay alive. Reo, who is kind and personable as shown in the manga and Twitter account, clearly becomes disturbed by the violence and alienation involved with his new "job". Reo nor Mabu have a personal desire to make zombies, they're explicitly doing it because the otter demands that they do it or die.
Reo's sanity is jeopardized by the entirety of the ordeal. He wants his Mabu, he refuses to believe that the revived Mabu is his Mabu, but he also harbors doubt that makes him unable to abandon the revived Mabu (and allows him to be "tricked" by the otter into believing that the revived Mabu is his Mabu). The otter very clearly measures and toys with Reo's level of belief in and affection toward Mabu, offering Reo slivers of hope (for example, by teaching Mabu to make his ningyoyaki again, which Reo sees as proof of "his Mabu") then yanking that hope away and making Reo plummet into deeper despair than before (as seen when the otter immediately leads Reo to witness "maintenence" after the happy ningyoyaki event).

The part in Episode 10 where the otter shifts into Reo, kisses Mabu, then climbs on top of him in bed sure seemed to suggest that Mabu was actually getting fucked, but there's room for doubt. Ikuhara has said before that he purposely leaves some things up to interpretation.
Maintenence obviously isn't entirely sex though, because Mabu did need to be maintenenced to be able to eat, and it seemed that the otter was adjusting Mabu's motor skills as well. Although some people interpret Mabu's deadpan expression and monotone voice as purely his poker face (or what was demanded of him by the otter), it's also possible that Mabu's range of expression is physically limited to some extent by the otters control over his body. We aren't provided a clear or complete understanding of the true state of Mabu's body, nor how much of "maintenence" is metaphor-within-metaphor for the desire-based abuse or actual mechanical maintence for his body.

Reo and Mabu's relationship sort of disappointmed me. I didn't like the source of their suffering being a sort of arbitrary magical restriction that Mabu couldn't say how he felt about Reo without dying. I would have preferred if the source of the unhappiness in their relationship had been related to some interpersonal issue. I don't really see a metaphor or message in that specific part. I think the fallout of their relationship that we see in the show is good and I would have liked more, I just think the explanation for it was kind of disappointing.

Actually that magical restriction makes a lot of sense when you see it from the point of view of a couple with communication problems. Is never about not wanting to say but a psychological chain that prevents the two people in a relation to communicate. So the curse of Mabu works pretty good.

They all talk about main trio being unconvincing and weak, but the cops are not any better. I also felt the same.

Whether by mystical or self-imposed reasons, people in relationships will close of their feelings, in order to preserve some semblence of happiness for the other because they dont want to hurt the other for being themself. I think the otter fucking with them so much is greater metaphor for opression of the self for the belief that is for the benefit of a relationship, when in actuality its only to protect your own ego. This is a common theme a lot in this show, most pointedly with Kazuki and his brother, who opressed his own feelings and desires to protect himself from the guilt he might feel for hurting his brother, which is kind of fucked up as Toi points out - "You act like a victim, but you're just an abuser."
I don't think Reo and Mabu are the abusers, but both of them take actions that show that rather than being more straightforward, they kind of actively work against each other and their relationship in search of ways that they can save it.

Can someone summarize this? I feel I missed something about Ikuhara and Anno and just found out in the meltdown of being worth of a faggots grace.

Thank you for the input anons. I think I have a good handle on how Reo and Mabu's relationship connects to the themes of the show, my only problem is with the scene between Mabu and the otter when he takes the deal. It doesn't feel like Mabu naturally changed as a character and became the kind of person who can't express their feelings. How Mabu changes after that is interesting and follows naturally but the starting point for the decline doesn't really evoke much feeling out of me.
Maybe on the rewatch I'll pick up on something I'm not seeing.

In more detail because I have too much useless knowledge about this meme, feel free to move it to an Eva thread if you want:
1. Anno has said Shinji (and other Eva characters, to be fair) takes inspiration from himself.
2. For whatever reason, Eva fans in Japan have always believed Kaworu was inspired by Ikuhara.
3. Which may have to do with Anno's friendship with Ikuhara and how much he looks up to him. He named Rei after Ikuhara's favorite Sailor senshi, tried to get him for the Eva staff, put together a fanbook about him including semi lewd images, has praised him in interviews, and attended an Ikuhara tribute event a few years ago.
4. There was an early concept design of Kaworu where he had Ikuhara's then very distinctive hairstyle, and drafts in which he was described as blond (Ikuhara had partly blond dyed hair) and incidentally rejected Shinji, who in the drafts was unambiguously gay for him but knew he was too beautiful and out of his league (look up pictures of Anno and Ikuhara)
5. In an interview with a BL magazine about Kawoshin Anno also jokingly said something like "there may be parts of me like that"
6. One of the official Kaworu fanbooks interviewed Ikuhara about the rumor, he said he didn't know but teased that the Shinji-Kaworu bath conversation was a lot like his and Anno's heart to heart talk in the hot springs on a corporate retreat.
