I think the problem is they wrote themselves into a corner. The whole focus has been on the Ooarai team with the other teams having characters pretty much to just give the team a face. If they focused on another team they would either have to keep the focus on those 2-3 which could be boring or suddenly introduce a ton of new girls none of which would get any good development since it's over the course of a few hour and a half movies rather than a full series.

I haven't seen part 2 nor spoiled myself so I wouldn't be able to critique whether how Ooarai won was just dumb bullshit or not. Erika blamed (and likely still blames) Koume for that river thing, but (at least in the Erika manga) Koume won her respect when she stayed in KMM and took responsibility. While everyone else involved left the senshado team (or the school) Koume was like "Yes, i fucked up, but i take the blame and will win back your respect." Erika approved that a lot. Remember, she values strenght and figthing spirit, and Koume showed a great amount of that in that moment.

I find the structure of Miho's War Council to be interesting. Each of the school's commanders is present and have the right to propose an idea. KMM and Pravda, which are both assigned to Sunflower at the meeting, are allowed to bring their subcommanders in, but they appear to have a non-voting role. Mika is likely considered an equal member to the rest, but chooses to abstain. She ends up becoming the school captain with the least amount of authority, the only one not put in charge of anything. Though it appears her willingness to follow orders to begin with is questionable, so Mika probably prefers to avoid authority to retain her team's independence. Anzu and Momo are also allowed in at the meeting, with Momo acting as secretary. Probably because Anzu is the de facto head of Ooarai who appointed Miho in her stead. Anzu seems to replace Mika as a team sub-commander, but it's hard to tell because Acorn had a much more egalitarian and democratic command structure.

All of those ideas suck, if you really want Garupans with different characters then just time skip it. make a second season 5 years into the future where everyone who was on that school is long gone and we need to fill up the casts with different characters, while also leaving the door open to old characters returning as cameos (Inb4 Yukari Senshado instructor)
It also opens the door to reinterpreting the schools, for example, the movie gave us Rosehip, the hot-blodded brit, which clashes with their calm and collected tea-sipping image, what if that happens on a team level? What if Pravda suffered some losses in recent years and is no longer a top senshado school? What if Alice managed to take a no-name school into the top tiers now that she's a highschool student instead of a tank loli? etc.

Providing Finale doesn't burn out before it is finished and kill the franchise I think it'll go quiet for several years, maybe a rights sale like user said followed by a reboot or standalone universe of some sort.

I feel like Das Finale is supposed to be Ooarai’s send-off as the protagonist school and a swan song for the current crop of commanders, creating room for that new story with a new school. Hell, the frogs’ first-round spotlight could be a backdoor introduction to the new protagonists.
This season 2 idea could focus on Marie’s continued efforts to end the factionalism that humiliated her in the Winter Cup. Meanwhile, the other major teams are in disarray.
With Turtle Team gone and Leopon Team completely gutted, Ooarai will be struggling to keep up with the paperwork and maintenance required to run a Senshado team. Carpaccio could be trying to mitigate the running disaster that would be Pepperoni’s leadership. Nina and Klara try to keep Pravda afloat without Katyusha’s personality cult. Arisa might struggle with balancing her duties as team captain with sorting out the mess that is her personal life. At St. Gloriana, Pekoe and Rosehip could be trying to take the school in a new direction.
Alternatively, they can start with a new school after Miho’s graduation, when most of the new commanders have started to find their footing, while Azusa tries to fill Miho’s shoes.

I'd say that the series is too intertwined with Ooarai (both the fictional school and the real place) for a reboot to ever be on the table. Spinoffs featuring lesser-known schools and maybe something like, say, Boys und Flugzeug especially if they want fujobux are what I think is going to be in the series' future.

Oarai doesn't need to stop being the protagonists. Only ones that really want that are thirsty faggots who love a different school cause Muh Waifu and they need her to have center stage or they'll kill themselves.
What the series genuinely needs is new blood (AKA new characters) as well as developing the characters already in there. For example, has anyone at all put thought into the fact that at some point the fuckups of Team Rabbit are eventually gonna be the ones teaching senshado? a character arc where they get better at the sport and more serious about it is in order if they ever do a sequel.

We'll get Oorai storming this tourney, Gloriana as the final boss for the unexpected development in which of course they lose and if people are still spending money on GuP in a hundred years we'll get the world series thing they alluded to (once?). We'll get a halfbaked passing of the guard to the Rabbits and a slew of new characters no one will care about save for passing interest.
