a) as the investment per child increases (because your society values education and quality over quantity).
b) with the availability of education for women in particular.
It is strange how, despite being nominally inferior to men, the women of France were able to independently of their husbands decide to drop their birth rates. Given that this was a major strategic issue, one would think that the French government would have attempted to force them to their reproductive duties.

In any case, I do not see how communism would make for more babies, unless you assume that communists are anti-education even though public, free education is generally a left-wing goal, not a right-wing one.

its was more like a welfare state that takes care of the basic needs of the kids, the idea is having a comfortable life where i can actually spend time with each one of my kin because even third worlders have lots of children but they slave away in life and this leads to the kids being raised by the street and thus are likely to become thugs

It is actually evolution that says that the human body only gets worse the longer you wait. Meaning any time lost not pregnant, won't make future pregnancy easier.
Quite the opposite. My sister's given me two nieces. She doesn't look any worse, she's 20 or 21. If Kaguya gives birth with maybe just a month between pregnancies, it it's desired. Then at minimal giving birth to 9, at minimal, children, not counting twins. Will take 7 and a half years. 9 months of those won't be in trimesters, those would be 'healing time'. Without that healing time, it'd be 6 years and 9 months, of nonstop pregnancy.

False. Historically speaking, pregnancies should be paced to 1 within 3 to 4 years - and most societies of the past stuck to that. Otherwise the rate of miscarriage was enhanced.
That is not as much of an issue anymore nowadays, but having recuperative periods between pregnancies is still a good idea.

That's not going to work with this number of children. Saying you go with the minimal 3 years starting at 18, for Kaguya. That's 51 and three-quarters years old by the supposedly the final (9th) child's birth.Unless you're really banking on twins, then these need to be at minimal two years or one year apart for 9 children to be possible.
I didn't major in statics, a statistics major could likely chart this. I can see through, in american it's about 3.33% percentage chance of twins. If, there's a couple twins in there. Presumbing nor any unfortunate miscarriages, then 18 months will be shave off of the original figure to 5 and and one-quarter, years.
Regardless, if Kaguya wants to even make Miyuki's subconscious aspirations plusable, it's going to be a lot of time pregnant.

Oda Nobunaga had 22 legitimate children from 2 wives (the third one was infertile). So even with the Japanese not-so great track record regarding infidelity, they can manage 9 kids with a single woman, provided they really try.
