My first guess was the death devil since he's obviously insanely powerful and she trade a life against another but I can't see what a shrine or elevation has to do with it
I don't think it's a god, devils aren't religious devils, just supernatural entities so anything godlike should fall under the devil term
But then again my guess was wrong several time so at this point I'm ready for anything

If we assume that Makima is the fox, then what she's really doing is forcing prisoners (people who don't matter) to contract with her, and the prisoners can trade their lives for someone else's
