There are too nany things pointing to Veleirante in both a narrative and meta level.
On a narrative level:
Kurapika says the snakes are short range and Veleirante was next room when the snakes killed the bodyguards in 1014.
Momoze's NB alread attacked 1014, and she was with Veleirante at thw time.
He has won something from each murder. The Nen classes started because the other bodyguards in 1014 died to SM. Barringen's death would have cleared him from suspicion in Kurapika's class. Muhan's death gained him Kurapika's trust.
Given that Bills and friends were bodyguards under Pariston, Veleirante might be too. And Pariston could be manipulating the SW through him.
Silent Majority was right behind him in the class and wouldn't have become visible if he didn't step forward, so the SM user knew what he would do.
And on a meta level:
He has been given too much panel time to no be important.
Pages like Veleirante's discussion with Bills in front of 1012 don't make sense if he is unimportant.
As of 390, the only bodyguards whose thoughts don't clear them of being SM are Veleirante, Satobi and Mushasho. Veleirante is the only important character out of these.

Until you can concretely prove that the hidden nen user is someone being manipulated it's going to be hard to justify Veleirante just because he has more screen time. We know for a fact that Furikov thinks the person hiding is a pro because they are making a convincing show of being someone who doesn't know nen. Given his scrutiny over Kurapika's own awakening process it's unlikely that he would miss a detail like the person exhibiting signs of being manipulated. Of the remaining 3 hidden nen users, two were semi-awakened because of Halkenburg's GS ability, and Lobbery the maid who was possessed by SM was likely semi-awakened as well as a result of becoming the target of the ability.
You're also missing a detail, Silent Majority's snakes don't have a short range or at least not one that was stated. It's limited because the snakes are visible and the cost of failure is death. The user of SM also being in the room is a given since they are hiding among the students. And lastly, given the similarities between how the people in Kurapika's class died, and how the 5 guards originally assigned to Prince Woble died, it's likely the user of SM had already targeted the weakest prince and used something like the vents to send their snakes through. It's only speculated that they couldn't use the vents but there's no other way they could have picked off 5 people in an unrelated room since the snakes are conjured.
To that last point, Marayam's room is still closest to Woble's so that possibly supports Velierente as the culprit since it's the least travel time. But given that all the prince's rooms share the same vent system it concretely prove his guilt, anyone could have sent anything into another prince's room.

hisoka vs kuroro is thematic as well
kuroro and the spiders as a whole are perfect products of meteor city. they only value the group, and not even their own lives. that's why kuroro (and the elder) aren't even capable of distinguishing between a corpse and a puppet. it's why the elder would send members of meteor city to blow themselves up just to avenge the death of one person. the spider is built around the same principles. its also the reason why kuroro is fighting by manipulating others and using them as living bombs as puppets because he thinks this assures him a 100% chance at victory.
it refers back to the question that gon asked him back during the york new arc. this fight is provides the answer.
and also gives insights into hisoka's belief in himself as the strongest. even when the odds continue to build up against him, he moves jovially ahead believing that his victory is assured. kuroro's "humans..." statement was actually meant to exemplify his admiration for people who try to defy the inevitable.
and as we know the conclusion sets up how kuroro's character arc will mirror kurapika's, as he loses his family and seeks revenge against hisoka

Not going to look up the manipulation argument that started this, but saying exorcism "destroyed" potclean is stupid. Exorcism ends the ability as if Knuckle shut it off, and you're not exactly citing Knuckle being able to turn it off as proof that it can be destroyed because of how idiotic that would sound- but they're equatable arguments.
Potclean gets to be legitimately indestructible because it's virtually inconsequential, and if anything actually helps the opponent by letting them know that something's effecting them right from the get go. It's not responsible for the technique, it's a side feature, and is maintained by the main ability, so the only way to get rid of it is to remove the nen that's maintaining Hakoware.

It's been pointed out twice now that exorcism doesn't destroy a nen ability. The exorcist takes on the burden and the ability must be deactivated either by killing the original user, the original user dies, or by fullfilling any conditions to remove it. Hakoware itself is a nen curse placed on the user and the mascot is just a timer, Knuckles tells this to Gon. The timer itself serves no function other than to keep track of announcements, the curse itself is inflicted on the users body.
Potclean the mascot is indeed indestructible.

Potclean cannot be destroyed, it's stated multiple times, the strongest character in the manga tried and failed. All you can do is dispel the ability by either having Knuckle pass out, returning the loan or having an exorcist take care of it, but in each and every case you're not actually destroying Potclean, otherwise Knuckle would have contradicted himself within the same chapter when presenting the ability. Case closed.
