I don't know. I'm all for him taking revenge but seems to me he could have avoided collateral damage to people he didn't hold accountable or responsible for what happened. He wanted revenge on an entire country, those in power and those not in power all at once and fair enough, if he holds the entire country responsible. But he didn't, he performed his experiments and unleashed destruction outside of the country he targeted.
Also he should have cleaned up the mess afterwards when his revenge was done instead of letting loose the monsters he created on the world.
