That's because Touma is only fixated toward Index with regards to his memory lost. He did not even care when Mikoto found about it and just said the pre & post memory lost Touma would have done the same things regardless. It does bother him if people knew about his memory lost or not. It was not really his memory lost he is concerned with but Index. So when he heard what Index's thoughts about it, his memory lost did not matter to him anymore. His anxieties about not deserving to have her because he is not the person who she fell in love with all vanished. His parents seems to have noticed something odd about him but they chose to believe in him. It just sucks that some important information got buried along with pre-memory lost Touma though.

WW3 was considered one of the best arcs because it was the culmination of the entire second half of OT, which was the growing tensions between Roman Catholic and AC leading to the war. It brought back many elements from the previous arc and showed how the world got together in stopping Fiamma. I still remember the climax which Touma tried to punch Fiamma only for the ground to fall, referencing to his everyday misfortune which is a good nod to one core aspect of OT.

And then you have the anime which didn't really potray the growing tension well, making each arc feel like an individual arc with little connection to the previous and next arc.

And the finale where Touma and Fiamma just stand on 2 pillars all the way.

It finished Accelerator, OT3's mass murderer, and Hamazura, SS1's kidnapper, story arcs as protagonists. It was full of self referencing and it was glorious.

The one scene that was good for that sense of tension in WW3 was Touma steering the star of Bethlehem while Fiamma got ganked by crowley. But then again kamachi's epilogues are usually his strong points.

Araki's fights have tension because he kills characters at the drop of a hat not because they're creative.

EM Jamming only works due to his connection issues. It doesn't matter if he reflects it off him since the area itself is still being jammed. Light distortion might work but since he can manipulation light already (he has to allow light through which means he can normally reflect and refract it) I wouldn't consider it too much of a threat. That being said something similar already happened with Water but that doesn't take him out completely as there were only very slight gaps in his reflection when being jammed that way.
