Off the top of my head: Nostalgia, babby's first anime, jazz, shootouts, spaceships, Faye's consistent fanservice, episodic with a minor storyline but is enough to keep the MC mysterious and interesting, iconic ending even though the final fight was mostly nonexistent, didn't overstay it's welcome and get 5 extra seasons for no reason. Same thing with Champloo, FLCL, Outlaw Star, Trigun and other shit that was on Toonami and Adult Swim in the late 90s to mid 2000s.

Japanese People loved it because of how different it was from everything else at the time, it combined Japanese, Honk Kong and American cultures without feeling forced and brought a lot of new stuff to the table from a Japanese perspective
Americans loved it because when it came along all they had was shitty Saturday Morning cartoons, Bebop was something both adults teens and Kids could enjoy without feeling embarrassed
It was well written and had a charm which really helped, nowadays Yea Forums pretends to hate it because of how annoying the "they don't make them like Bebop anymore" crowd was
