Sakura was underused because Kishi didnt felt like developing her once, she was just a standin for the girl position in team 7 only Nardo and Sausage was relevant to the plot she was there. He made her Tsunade's apprentice as a pity reward.

But Sakura only had good resistance to genjutsu because of her mental concentration and chakra control. She was the first on team 7 to get walking on walls and water down, then went on to specialize in chakra controlled techniques like healing and fortified striking. Seems consistent to me.
