How the Wild Magic's soulpower works exactly is another question. I figure (I don't claim it's confirmed) that Elder Coffin Dragon Lord's Soulbreaker is called the worst Wild Magic not just because it destroys souls, but also because it destroys souls that are needed to cast it. Other Dragon Lord's ultimate skills may work more like the Super Tier skills/spells and reusable World Items, meaning that they take some time to recharge. The Dragon Queen would need a million souls sacrificed to cast a spell comparable to Tsar's magic explosion but she is also far weaker than him or her perverted ancestor.
