All this discussion about how accelerator will fix ac and make it the perfect city state and here I am wondering how hard accelerator will fuck it up and have to get knocked down a peg.
Kamachi has already shown that he isn't naive enough to think having a well intended national representative will make a perfectly well functioning city as the British Halloween arc and nt10 seems to show national representatives will readily make compromises to protect the people and national interests.
Due to the international laws ac gas broken accelerator's going to have to continue to cover up all the illegal shit ac has done and is going to be stuck in bed with noukan and the other kiharas to keep a handle of the scientific union. He'll have to continue to hide the parameter list and might go after Hamazura just to keep civil or international war from breaking out. Worst case scenario being having to choose between turning over the illegal clones to prevent all out war.

It fell apart after that with the exception of the Frenda miniarc.
Do you see the problem? Only 1 arc could be carried by Mikoto, and thats because it was a literal retelling of an arc from her PoV, which let us see the emotional strain on her. The arc before that had a cast to lift it up and had a chance for Mikoto to develop since it was pre-Sisters arc. The arc after that was held almost entirely by other ojou characters because Mikoto could not develop in a way that would conflict with later events. But the crux of the situation is that Saten, Uiharu, and Kuroko's conflicts are sort of resolved already. Kongou and co. are done. Misaki is regulated to AB. Gunha is a shonen protag that gets his cool factor from hardly being around. You also lose the romcom/SoL kamikoto moments because of Touma's tight schedule. Unless they manage to make more interesting characters like Kimi, it has no where to go. Mikoto is largely out of options and her friends are by and large resolved already. The one thing I could think of would be for Mikoto to pal around/be a good onee-san to the few clones in AC. Still, that only works because her interaction with the clones have been severely lacking in the main story and it wouldnt fuck with future events.
tl;dr: Mikoto has no way to develop and Railgun has been held up largely by the supporting cast for the majority of the story.

Touma played a huge factor in knocking her pride down a peg and him not being around definitely removes a lot of options. Honestly I think this is the exact reason why I kind of fell out of being a Mikoto/KamiKotofag. It started off really strong and then it all sort of petered out. Mikoto stagnated hard until she got the AAA and in the manga a lot of what made her a vibrant character got washed away. She needs to be thrown off her game by other characters to shine. I thought Misaki would take over for that in the Railgun manga since Touma was unavailable, but as you said, it looks like she's going to be pushed to AB instead. At least she's there for her in the novels, they really are a good dynamic. Not even a MisaMisa fag, but I can see why its gaining momentum. Its similar to the interactions she and Touma had in the beginning of the Railgun manga, but with a few twists.

The point is, Mikoto is incapable of carrying the manga due to the fact that she cant develop past a certain point. The best scenes so far were all carried by the two anti skill members and some support from uiharu, again nothing mikoto particularly needed to be there for. Though granted, perhaps you could argue the anti skill member wouldnt seem as cool if he was making some other weaker opponent job.

Touma giving a speech at least requires him to be there to help develop the other characters though. Neither sakibasu nor riot got their development from mikotos involvement, its the same problem kuroko had with the ninja. Riot got her development with the anti skill member and sakibasu got it with kuroko. Yes you can argue that touma running through ww3 to punch someone isnt much different from his usual fare, but at least you can point out why it must be him (IB), and how he develops other characters (Accel, Fiamma, etc). Mikoto doesnt have this.

Cool opinion, but thats what you asked for. Touma is central to many plots because he is central to aleisters plan and to the world of magic in general. Kamachi has him affect other characters to try to make him have more than one reason to be tied into the plot, whether or not you like it these are facts, mikoto however did not have the same tie ins to this story. Riot and Sakibasu developed without her influence, it wasnt a plot only mikoto could be involved in and she feels superfluous as a result. All she did was play the part of the muscle, you could have easily made the riot showdown be with kuroko and given her a tactical battle that apparently fuyukawa was dying for her to have when he forced her to fight a ninja that she had zero ties to.

I'd say I generally dislike misutilisation of characters in the series regardless of who they are. I actually like a lot of characters in the series, Misaka, Accelerator, Touma, Hamazura, Mugino and Index.
Problem is a lot of them are very poorly utilised, with Touma and Hamazura being the exceptions with one being designed for a long running series and one as a small doses character (I admit NT/OT20 hamazura was bad though, he should have showed up in NT/OT21 did his thing and went onto NT/OT22, and Touma has several bad hits as well).
Characters like Misaka lack a clear role or position in certain events and when Kamachi tries to forcibly give those characters moments it hurts the arc as a whole. Easy fix would be to make the books longer and go into more detail about what each characters deal would be.
But that would make certain arcs drag and with the manga it would slow down the pace of railgun even more.
Misaka is the outlier in this case and has gotten continous special treatment and many chances to make an impact. The matter of the fact is that she only really worked best in a experimental pov retelling of an arc where she was always a supporting character.
Because that's her role and what she was designed for. I'd say she was utilised at her best in OT1 as a character that only had two scenes that played very well to her strengths. And OT in general seemed to do a good job treating her as what she was always designed to be, a supporting character.
She's still that in NT but it's becoming clear even in the supporting role that she's failing to find a place in many arcs. Because she's not a supporting character or a protagonist or even a background character anymore. She's her own beast that became too big, I'd say she's just a poster girl now and barley even a character at this point.
I don't even know what to call her anymore, she's this meta archetype that I haven't seen in any other series.

His lack of presence in the arc was really odd. Who cares if we find out later, seeing elizard aleister and so on react to the archbishop being a demon while not seeing the main person we saw working alongside her all the time doing so is a huge missed opportunity.

I'd say stiyl already had something like that when he became more and more aware of how calculating and manipulative lola was, I believe the scene in ot12 was stiyl finding out about the controller right? I guess the reveal about the existence of the controller and the fight against pen dex was the pay-off for a lot of the stiyl and lola interactions of OT. Seeing more of that in cronozon arc might have been cool but we saw something good that went in a different direction. Similarly NT12 was good set up for NT22 Hamazura and I do think Kamachi is good at long format story telling with just those examples.
Damn it now I want to see a Hamazura and Stiyl team up or perhaps a fight between the two reminiscent of the OT1 fight.

I agree, I stated before NT has generally been bad at utilising its established characters and really doesn't have room to develop and work with a character like Mugino at this point. Mugino also being in the same boat as Index for NT with only a few good lines in NT2 and 6.
Spin off would be the easy answer here but the spin off adhomen is is pretty played out. Mugino had a good run and so did Hamazura, I'd also argue Touma is getting past his prime while misaka accelerator and index are far past it. Sucks that most of the new characters to come from NT similarly have trouble finding a place same as the returning cast.
I feel kamisato was the last good attempt at making a new character and story that had its problems but was well intended.

You guys are forgetting that was a poll from a single blog that pretty much only people that are really into Kamachi's works or at least caught up with Raildex would visit. Even if you discount the sample size, it's not something you should use for the series as a whole since casual fans and Railgun-only fans barely took part of it. That's why you got results like Zashiki Warashi's Shinobu having more votes than Kuroko, which would never happen if it was an actual official general poll.

Been a while since I checked but it took a long fucking time for accelerator to get very high in the Kong sugoi polls.
Accelerator was given such a massive push with the conculsion of a story 5 years in the making (ww3) coinciding with a second season anime release that really hypes him up and happening upon strong support from all sides of the anime and LN scene. All that just to get second place next to Touma.
Nothing from season 1 but the actor still got an award anyway. Season 2 giving him and a lot of characters a massive push with Itsuwa and index also making the rankings along side accelerator.
Meanwhile Hamazura gets shafted entirely with Index iii and a push in the NT with NT22 that no one coming off of the anime can possibly jump to or would want to, all of this while the series is in a sales dump.
Hamazura is like that treasure planet movie, sent out to fucking die in his big debut. Now we can look forward to NT anime guys(?).
It's kinda funny looking back at the shit show last year in this index ii context.
Hamazura even during WW3 wasn't that popular because he's the antithesis to the power fantasy which is what most nips look for in anime

It's not that different from the usual results in Kono LN Sugoi polls, for example in 2018's (with no anime hype) the top three males for Index were Touma (3rd), Accelerator (5th) and Kamisato (14th). For girls it was Mikoto (1st), Othinus (10th) and Index (20th).
The only poll I've seen diverging from the usual is the mobage one, but even that one has Mikoto and Accel in 1st and 2nd, and obviously is missing most NT characters.
I never considered Hamazura as much of an MC as Touma or Accelerator. He always feels like a third wheel to me and feels more like a comic relief character.

Misaki can oneshot anyone not extremely knowledgeable in mental study or that has some kind of passive protective field. I'm pretty sure the latter is common at the upper levels, but her ability bypasses most physical boundaries, so only some would work.

The different voting methods are also worth noting. The mobage poll gives you 3 votes every day to spread as you want between the 50 characters avaliable, the Kono Ranobe poll, if I'm remembering correctly, lets you vote for 3 different male characters and 3 different female characters from LNs as a whole, and the fanpoll let you vote for 6 different characters from anything Kamachi has written.

Nothing Hamazura's done has ever mattered in the grand scheme of things. He gets plenty of personal victories, but it's not like his presence in Russia affected the outcome at all. Hamazura only shines when there are personal stakes involved, and he'll probably emerge victorious in those specific circumstances. Whether Dion was revived or not didn't matter to anyone other than him.
I'm not saying his actions are meaningless, but his presence didn't particularly affect WW3 either.

Dion was the reason that the GD grimoires kept Coronzon from nuking half the universe. But I wouldn't doubt that Mathers' incredible autistic pettiness could have somehow forced it to happen while he is entirely unconscious.

Which was pretty half-assed when you get down to it. Ultimately, Hamazura's reason for being there was mainly to flesh out Coronzon, but there was no functional reason to invite him to Europe aside from his insistence. It's the same thing as Hawaii. The only time his presence outside Academy City was sensible was when he went to Russia completely by accident. When other characters actually invite him along, it makes no sense. No one expects anything out of him, so no one would bother to invite him anywhere.

Misaka is the only girl Touma has canonically hugged and has been hugged by apart from Othinus. Therefore this strengthens the fact that Mikoto and Misaka will truly win the Touma bowl through polygamy while leaving index forever cucked

Plenty of characters make these lists without powers all the same. I'd argue his point was to showcase that a character that is considered widely liked or disliked now probably wasn't always like that with character popularity being as frugal as it is and how much time and focus a character needs to get there. OT pushed accelerator of course NT first half Othinus and Misaki being pushed in the manga. And now the series feels pretty aimless, I guess it's pushing Aliester and kamisato who might have been received better if they were cute girls... Oh wait Aliester did turn into a girl almost immediately and did pretty well from herself.
Kamachi is free to try and turn Hamazura into a girl if he's that desperate to keep him around lel.
Accelerator similarly started out unpopular and took a lot of work to get where he is. Hamazura never had that opportunity so of course he isn't getting anywhere, maybe he could get lucky and snagg ninth place in the future or some shit.

Kamisato has more art than Aleister it seems. Accelerator was never not popular. Him and Touma have always and will always be the biggest male characters, not appearing for almost 10 vols didn't change that

He's been a girl for over 2 years now. He even implied he's gonna make a new male body down the line and that'll be when Coronzon can get her body back. People like Aleister because of how unique his plot was and the whole series was building up to him being at the forefront. A lot of people somehow didn't realize this until NT18 but some swore for years that shit was gonna go down when Kamachi decided to pull the trigger on Thelema. But that has nothing to do with gender. The male Aleister ranked highly 2 years ago as well because he has the most interesting past
