They're different materials. Ranma was a love and romance-focused story as well as being a bit of a shonen battle manga, so the female mc worked.

Naruto is a girl, so Sasuke becomes edgy asshole love interest bent on killling Itachi and there's a ton of sexual tension between them until they try to murder eachother for a few years. Sakura becomes a rival in love but gives up when he leaves the village. Rather than the super girly version of Naruto I imagine a tomboyish character.

Jiraiya is a much more uncomfortable character, maybe Neji falls in love with Naruto instead of Hinata and Hinata is a bitch instead of a shy girl?
