And lastly he gives us new info on Predator to explain why it's not good against emitters or enhancers.
So This page does accomplish things like changing the narrative, and telling a captivating story. Rihan is a major character and if/when he jumps the gun or makes the wrong call. It will undoubtably come back to this page and his lack of patience in choosing a target. Remember he fucks himself for 48 hours if he doesn't get all the details exactly right. It's critical he make the best decision possible but he's not disconnected from the flow of information. That's his specific character drama and we're seeing it play out.

The history of use of manga techniques isn't confined to using cape-comic level composition for brainlets who can't think in the abstract. The page you posted is a good usage because the two character are literally in a darkened warehouse. Here's Welfin stressing out over Mereum showing up in front of him. Note how we get to see his face and his mood for the bottom two panels as well as the top one. This is more close to what Rihan should have gotten, maybe an image of an instance of Predator squaring off against someone with Ko active to demonstrate how it would look against an enhancer. The information on the page is great, the presentation doesn't match the context though as the first panel actually shows what Rihan is talking about and the rest are blank for no good reason.

It perfectly captures the way in which the overwhelming situation makes Rihan unable to see anything and retreats into his mind to find the way out. We are trapped alone in the page with Rihan, unable to even "see" anything, and the page makes us feel like him. That's an advanced use of page composition that only a master like Togashi can pull off.
The quality of platinum and the one of bakuman are unrelated. Except that's not something this specific editor says but rather one of the rules of the manga medium. Not using images at all to explain something to the readers like Togashi did is lazy at best and amateurish at worst.

You could look at the page directly after that for a better example of composition as Togashi at least fills the backgrounds with alternating white and black backdrops for empty panels, and makes use of headshots to show shifts in perspective.
This page is also a good way of presenting information. It probably helps that instead of being a single person monologuing, it's broken up halfway through with a conversation leading into another monologue to show two sides of information warfare and allegiances. But if you check the english page for you also see how just a simple headshot and background really improve the page. You see how Zhang sees himself in the future, you get his head broken up into 3 panels which ends on a somewhat twisted grin demonstrating his own sick pleasure in his circumstances. Panel 5 is just him getting up but we get his hand on the chair, and the last panel is more monologue as well as a word bubble to indicate we're going to transition to a new place.
Rihan's page is giving us the necessary information for his character , setting up potential drama as he's making some leaps, coupled with the subsequent pages of Might pointing out that Rihan doesn't have a vital piece of information. It might be a bit too dense by about a single panel but that's probably a product of Rihan himself not being a major character so he shows up less and his stuff has to be front loaded more than someone like Kurapika or Benjamin who get more panel time.
I don't know how else to get some of this information across in a less compacted manner without asking for more pages to just spread things out a bit more. Each chapter is only 17 pages on average.

We already know that Tubeppa isn't retarded and realizes she's next on the chopping block given the guard rotations.

I'm not going to say that this satire isn't funny or deserved, it is. However, I can honestly say that I thoroughly enjoyed this page when it came out. I felt like it correctly portrayed the fact that Rihan (spelling?) is an overanalyzer and that the mission is so delicate that his mind is racing on its own due to the adrenaline, although he is a trained soldier that manages to subdue his body from reacting to it.
The page is clearly about rihan state of mind and how focused he is, we pass from seeing the full picture, to only see him and then to only see white. Also, his ability is literally about analyzing things and comes as close as possible to the truth, so it makes sense too.
