Latter. French were notorious for doing this, especially with Saint Seiya.
Ironically, while they edited blood out of episode, they tended to forget to do so in recap, so while Seiya cutting other guy's ear off in episode was cut, it was shown in recap.
The French hatred for tomato sauce though caused Poseidon Saga to be one episode shorter, due to cutting so much blood that Hyoga's fight with his old friend was edited from two into one episode.

This song'd be awesome if it was the theme song of anything but One Piece. Everything they did with Ultimate Muscle totally worked, but you can't just give One Piece the same treatment. That and Ultimate Muscle's scripts were hilarious with great delivery, and the One Piece dub was the exact opposite.

I honestly liked his performance in the 4kids dub and think he had a good balance between comedic and serious tones.
