They were deteriorating after he beat Dio because he had no real desire to use them. In part 4 it is only a few years removed so it isn't to bad but by part 6 he has basically gone a decade without using The World. It's that good old Joestar selflessness he could be the most powerful person in the world but he never wanted any of it and just wanted a comfy life.

Stands are powered by fighting spirit. He didn't do any fighting.

Stopping time means you age faster than your family and friends.

This isn't explicitly stated in the manga or the anime but I always assumed it was because his time-stop ability reminded him of Dio. When Dio had his time-stop powers he focused on training them so he could use it for world domination. On the other hand when Jotaro killed Dio there was zero reason for him to use it considering he wouldn't have any interest in using the power that killed his friends.

It stops his heart which hurts a lot and can actually kill him if he does it too much. SP is so fast that he generally never needs it anyway.

Honestly, time stop isn't that useful unless you're an asshole or you're getting into fights all the time.

Well, he went against Dio, the guy who had gathered stand users all around the world, and he also killed him. There would be rumors even if he didn't use SP again.

Johnny fought at least one specifically temporal stand user before Dio and had just finished fighting a man who's ability was to bend spacetime around him. Something as relatively simple as stopping time for a few seconds was probably fairly easy for him to grasp, especially since 7Dio wasn't being nearly as careful with it as 3Dio.

Assuming he trained it to a full 30 seconds, he'd have to do it over a million times just to shave a year off his life.

my headcanon is that jotaro REALLY enjoyed the submarine ride on their way to egypt, but his teenage angst stopped him from showing his excitement in the moment.

His timestop is 5 seconds by part 6 and we know Jotaro didn't spend much time with his family because he was fighting stand users. Also, in part 5 it is stated that Jotaro and Polnareff searched for the arrows during the 90s, which implies Jotaro might have fought against stand users before part 4, but if we are to believe Jotaro's statement at the beginning of part 4, he really might've not used timestop since his battle with DIO, so maybe he didn't fight any stand users or simply didn't need The World to beat them, which is really dumb considering how much he abuses timestop in part 4. Anyway, at least we know for sure he did use timestop between parts 4 and 6, and he used it a lot.

Diavolo was paranoid enough to keep info on all of the new stand users that got into Passione. On the other hand, he didn't know Risotto's powers, and presumably not much about the Squadra in general. It could be explained by the Squadra being a team of natural stand users, unlike the ones that got their stands through Polpo, though it's more likely that Araki just gives every character the info they need.

I thought all the jostar stands weakened when dio died. That's why Jotaro's mom's stand stops killing her but he keeps his. Because they become weaker. Her stand's effects no longer hurting her and his time stop being less potent.

Hermit Purple only shows things that are directly relevant to Joseph. He could get pictures of DIO because his existence endangered Holly. A serial killer that was targeting Josuke's immediate family would show up, but not one that wanted nothing to do with any of them, which is where Kira stood after changing his face.

Beefing up the stand power of a guy who can freeze time to fight the guy who can erase it seems like a better idea than waiting for some random stand users to show up.
