I guess because they're the one's who do the most outrageous things. Also they tend to be the hottest ones on the show.

Because they provide something different to the story, you can expect them to do the most insane shit, or come out unexpectedly, sometimes their insanity can be used in a way that makes them appealing as a character as well.

What pretty much everyone has already said, but also because they usually don't give a fuck about regulations and restrictions that society has imposed upon you. So when they do some outrageous shit, it often feels cathartic.

This is why Joker has eventually become more popular than Batman himself. Sure, Batman looks cool with his cape and all, but a lot of people can relate to Joker when he is like, "Hey, the world is full of assholes, so why not just burn 'em all?" Sure, most people wouldn't actually want to burn the world, but his sentiment is pretty agreeable.

You do get them from time to time. Aforementioned Welcome to the NHK showcases a few, as does Evangelion, others like Clannad and Kimi ga Nozomu Eien give a pretty good portrayal of depression, etc.
