Armin had to die because he was not as important as Erwin, the commander was the right choice strategically, both Levi and Hange (experienced adults) knew it but Levi changed his mind for plot armor, other than that his decision made no sense. If you take any reasonable person who's not biased because of affection and disregard plot armor, they'll all always choose Erwin, no doubt. So get this "I let him die so he can rest" bullshit out of the way. The other interpretation, the one about the dream, is basically headcanon since Levi never says that's the reason, those flashes right before deciding are not definite proof and can be read in many ways. But if we wanna discuss it anyway, even this one makes no sense since you can apply the same reasoning for both, Erwin wanted to see the basement, Armin the ocean, they're both slaves to something, it's pure retardation to claim one dream is "better" than the other, let alone decide who to save based on that judgment, even at the cost of disregarding the most reasonable choice. Also Erwin's dream, finding out the truth, is way more useful than Armin's if you really wanna go that way, seeing the ocean means nothing to humanity, that's all Armin wants, not necessarily finding the truth, just getting to see the damn ocean. And it's pure anime/manga nonsense expecting Erwin to suddenly turn into an idiot with no will to go on or do his work professionally once he finds the basement, people don't just stop living once they reach a goal, nothing major would have changed and Erwin would have kept leading the survey corps using his talent. All the effort in trying to depict him as some psychopath that would rather have humanity die is an exaggeration in order to justify the serum bowl, because otherwise it wouldn't make any sense. If that's not enough, him agreeing to give up his dream and die is the definitive proof that he's obsessed to the point of having humanity perish because of his dream.

Levi didn't care about strategy he knew that Erwin hated himself for "lying" to their soldiers about saving manking when in reality he only wanted to see basement to see if his father was right

it's not the literal dream it's what the dream represents, Erwin is a slave to being obsessed to know if his father was right or wrong but Armin is not slave because he is not obsessed to his dream and that didn't blind his decisions unlike Erwin
