1 word answer: RESTRICTIONS. It only works because the cards can only be used on this single island (unless you win the game) and the more powerful the card is the harder it is to obtain (like breath of the archangel) and there's a card transformation limit, so no infinite number of cards. Also there's multiple really talented people providing their nen to make it work (like Razor says he's in charge of the emitter spells).
