He dropped it because it made no sense for Sakura's character. The original concept actually had a contrast between inner and outer Sakura. A good scene encapsulating this concept is when Naruto is getting ready to prank Kakashi for being late the first time they meet him. External Sakura says something like "you shouldn't do that", but internal Sakura gets excited and says something like "I love stuff like this!" It was a cool concept to have a girl who's restrained on the outside but mischievous on the inside. However, after that there was basically no contrast between inner and outer Sakura. Outer Sakura had no problem speaking her mind and yelling at others. She did not have a confidence problem anymore, so the need for inner Sakura became less and less relevant. I mean is there really a point in showing inner Sakura shout "SHANNAROOOO" and then having outer Sakura pound Naruto? Why have both when they're expressing exactly the same sentiment?

The seal was Kishi's way of retroactively handwaving why he never gave her any plot relevance or powerups to keep up with Nardo and Sauce. The reason she never used it before when it would've been neccessary (like the pain fight) was because it wasn't a thing for her then. Same thing happened when Karin supposedly had chakra chains the whole time
