It's difficult because their successful NON-whore presentation needs a combination of both a certain strong voice timbre the voice actor and bold personality character design for the character's believable portrayal. Ryoko from Tenchi Muyo had that kind of character and voice actor and was successful at not being seen as a whorish character.

But today's anime shows seem to have these high-pitched girls and the anime characters have one-dimensional personalities. It's like each anime character has staked out a slice of personality pie instead of having multiple slices. Sure, that is what happens with production committees as they make characters that will sell the most character goods to each segment of the fanbase that likes that slice of pie.

It's not the 1980's or early 90's technology anymore for TV, internet, broadband, etc.

That would require video sales to be much more robust. WIthout that, anticipated sales of merchandise dominate the decision making process for character designs.
