She is a passive main character. She doesn’t move the plot the plot moves her. Which is fine because of the story they were telling. The really tragic part about it all is that we only see a glimpse of the Madoka Homura is trying to save.

I wouldn't say she stays completely flat. Her personality isn't fundamentally altered, but she does learn throughout the series and grow as a person. It's just in a more subtle way than someone like Homura, who became broken.

From a meta standpoint, Homura is meant to prop up Madoka in the anime. That's not to say Homura's not a well written character in her own right, though.

Yes. You just have to remember she's not written as an action series protagonist, driving the plot herself. She's the object of Homura and Kyubey's actions as well as the vehicle through which we watch what's going on around her. She's passive so she doesn't drown out everything else.

No, the anime is great. Madoka is pretty much an empty shell to be filled with "scared" or 'gumption" as needed to drive the pace.
