Personally the requests I've delivered all involve characters with simplistic designs, characters I personally like, or characters doing something lewd but not straight up sex. Characters in currently airing anime also usually get higher priority. I avoid fetish requests or overly niche stuff since I'm first and foremost drawing for myself to post online. Basically, if you really want a delivery, you should appeal to an artist.

I'd discourage from trying to "bait" artists. Because that means you aren't requesting what you really want to see, but just requesting to get any kind of delivery. It cheapens the request considerable if you don't put your heart in it. (Yes, I know that sounds stupid and has far too much pathos.)
And no matter what the request is, there will be an artist out there that shares your desire for it. The only problem is finding that artist.

I can only speak for myself, but I never request more than three things at once (most of the time only one or two), and once a request gets done, I take a bit of a pause until the next request. Maybe a week or so.
That seems appropriate and keeps me from getting into a "beggar mentality". Instead, I truly enjoy following the threads when I have no request of my own. This way, I can enjoy things others receive much better. A more relaxed feeling as well.

I don't think so. The more reference pics you give, the better for the artist: More angles, more impressions of the character, possible poses and gestures that fit. It actually gives artists more "freedom" (which that other guy was all about).
Of course, when you have people arguing that even porviding a basic idea be too limiting, it gets a bit ridiculous. They would probably also argue that references prohibit the artist from diverging from them in any way.
