It's all well and good saying Rei started that way, but once the final eps hit and she got a proper character arc, the popularity was justified.

Popularity was justified the moment Ep 5 & 6 rolled out. I get it that's all Anno wanted to do with her and accidentally did it too early but that only means everything afterwards was gravy and probably the source of some other people, rather than Anno, I'd be interested to know what other staff did, characters like Nia & Satsuki have echoes of what made Rei great despite having entirely different personalities, I'll always suspect someone is responsible for all three.
