The idea is that Reinhard is roaming around the world, solving problems. But he's so strong and so Lawfully Stupid that the countries forced Lugunica into a pact where they can't "deploy Reinhard" unless everyone has voted towards it.
So Reinhard can't travel to another country to solve an issue and he mostly stays in the capital. He could if he wanted, but he mostly decides to obey the law and only get deployed to kill monsters that are impossible to defeat otherwise.
Subaru has no way to defeat him. You see him try in 2 bad ends so far, and it never works. No matter how many times he resets, Reinhard is a constant he can't beat. Reinhard meanwhile mostly does his thing while Subaru deals with cults and other things that move in the shadows and political circles. Reinhard can't kill someone if he's not directed towards it, because of his passivity. So a politician bribed into supporting the cult or an assasination won't drag Reinhard into it. That's why Subaru rarely runs into Reinhard unless he's in a really big mess.
As a matter of fact, I don't remember why Reinhard hadn't killed the White Whale already.
Also Reinhard is the only being that would stalemate Satella. So she probably will kill him using treacherous means when the story nears its end.

Sure, some might say that Reinhard would be a very high level character in Yggdrasil terms, maybe even one beyond levels, but Time Stop immunity doesn't come from having high power levels, it comes from specific skills and/or equipment. And again, we know Reinhard isn't immune to time magic, so there. And no it wouldn't be dangerous to open a portal to the Sun. It's stopped time. The heat literally cannot go through the portal, there is no time for it to do so.
Although because that would default on the rules, it will probably be something far more simple, like letting the school pets run free under orders to hide far away, and someone in their class offers to go look for them and asks Reinhard's help since he's so amazing, so that it will be done quicker, and it's fair since both classes are down one man if they do that.

I mean it's not a wrong assumption to make in general, since it is pretty retarded that every piece of media with time stopping in it forgets that air is like a thing, but we saw in the show that there is literally no difference to Ainz or his clothes when time is stopped. If it took some effort to move through stopped air, his clothes would drag behind him as he moves, but it's perfectly normal. Plus he can interact with other objects/people too in the same way. So however his time stop works, it allows him to pull off the stuff I described.
That being said, I'm just saying that based on the current powers. If you're wondering what hax abilities are, well they are things that don't scale to the person's capabilities and are immeasurable. Like let's say some average guy was weak overall but he had a sure hit ability or similarly some reality warping stuff. In the Re:Zero world these are authorities, for example Regulus who can stop time on himself or other things and it stop any interference from the outside, now how do you scale this? You can't, you just categorise it as hax. It is similar to Overlord in some ways, for example time spells that stop interference for as long as they are active, maybe the author is a copy cat? Demiurge can stop time on a target, Ainz can stop the universe time while Shalltear can slow down time, all of the stop interference, AKA, you cannot harm what you've frozen.
Also Reinhard without his blessings is still as strong as he currently is, it is just that without his blessings he will die for good. Without the blessing of the phoenix he would have died against Gluttony. Also he is quite literally sword Jesus, only in this case he immediately comes back rather than take 3 days.

In the world of Re:Zero, authorities > blessings > everything else, basically. Satella's immortality stems from an authority, so it can't be overriden by a blessing. Think of authorities as Re:Zero's Wild Magic, and you'll have more or less the right idea.

Archbishop of Sloth and Witch of Envy are incompatible with their authorities, and in the case of Satella the authority forced the creation of a second, more malicious personality. This sets a precedent, if Subaru were to give into this corruption, what would he and his authorities transform into.

The most popular Goddess in the world is the goddess of Luck and people pray to her hoping to be lucky enough to survive another day. The gods of Konosuba didn't summon Kazuma because they wanted to give him a second chance, they did it because they were desperate. They have been summoning anyone vaguely heroic for years and throwing them into battle with the hope that someone might be able to save the world before everyone dies. Its a comedy so it is played for laughs but if you are looking at how dangerous each world is then it goes Re:Zero > Tanya> Overlord > Konosuba.

The LN is alright up to about where the anime ends. Most people think the author was pressured by his editor and the anime staff to change it so anime fans could understand more and make it more suitable for a season 2. The arc 4 in the LN removed a fuck ton of amazing scenes, completely changed certain characters like Puck. Foreshadowing is removed to make certain scenes more shocking to the reader (and anime watchers I presume). The tone is completely butchered and major themes from the web novel are gone.
