I wanna say One Piece - not necessarily because the jokes are always good, but because there's so many of them that more of them will hit on average.

I think the humour had much better timing in the manga, especially the little 4-komas at the end of each volume. It's just not the same forcing it onscreen with wacky music and sound effects.

Mustang has some moments that are chuckle worthy, but then again hes the best character overall.

It's not shonen and it isn't always perfect but I'm in the process of watching the first Sailor Moon anime and it can be pretty funny sometimes.

Like I said though I think, like horror, comedy flat-out works better in manga. It's the whole element of surprise thing. Only exception is usually when said attempt at comedy is REALLY well-animated/unexpected.

JoJo. I feel like Araki writes humor like a westerner sometimes. It has moments of being kind of crude and banter-y, and his sense of comedic timing is solid and amplified by the anime's handling of those scenes. More importantly I think he knows how to write subtle yet humorous interactions (such as Jotaro telling Josuke to say something cool, or Polnareff and Kakyoin's sign language), instead of this weird autistic Japanese thing where someone just overreacts and another character points out the obvious.

You hit the nail in the head. JoJo manages to be genuinely funny because it doesn't abuse from chibi faces or characters explaining the joke very loudly to be funny.

Happosais comedy is fun in small doses. Making him a main part of the cast was easily the biggest mistake Takahashi made

Other than Gintama, Hunter x Hunter has pretty good/subtle humor in it, or a lot of it was very well timed. Like depending on your personality you might think Hisoka is very funny or just weird. Gon not naming his signature attack is also pretty good humor for a shonen and how he wanted to name it "Janken" is kind of a joke in itself and then stuttering "Ja-janken" and getting stuck with it. HxH typically does quick jokes and Togashi tries to keep things serious but, the 2nd half of episode 68 (of 2011) is the best example of how good the humor can be and are kind the same type of humor as a lot of jokes in the series. That episode is just non-stop jokes that still fit in with the narrative and don't feel forced or shoehorned at all

There isn't a lot of character development in BnHA,Horikoshi usually just introduces new characters,which he doesn't really develop,that take away time that could been used to develop the characters that are already established.

The comedy was the worst part of both series. Arakawa's weakest point is humor unless it's in the form of a slice of life comedy of errors like Silver Spoon. You're supposed to ignore the comedy of FMA in favor of the story.

The one joke I liked in the entirety of FMA was Sig and Armstrong meeting, flexing dramatically, and then handshaking.

Apparently that was also a sequence that Arakawa didn't write, so that would explain it. She's a lovely person I'm sure and crafted a pretty decent series, but she really can't do humor for shit.
