From what little I can gather, you can only work on unlocking one of these Air Pirates at a time, but I'm not sure if you can switch without penalty.
They also seem to use their own statue item to increase their stars, so you can't use Gold Captains on them.

Not about to jump through the hoops to become a gamefag, unless it ever gets a proper western release but I’d imagine they employ some Wargaming-tier balancing fuckery to ensure that even the most objectively shit (historically) planes have their uses with the right build.
Come to think of it, is this the first squad we’ve seen where everyone flies something different from the start?
Also, do these pirates operate out of any particular town, or do they have their own airship? (perhaps for Kotobuki to eventually “liberate” from them to replace the Hagoromo)

There is some balancing like that, yeah. I've only maxed out some planes, but the biplane has surprisingly high HP and good turning, so it has some uses for some pilots. Not that any pilot has it as their 'preferred' plane, so you lose out on extra stats.
And I don't think so, as I recall the Phantom Thieves all fly different planes. Which fits, given they're not really a 'professional' group.
