What is happening here?

It's not a documentary.

It's a dramatized tv-series that is based on real events. There is a difference. A documentary aims to tell the facts, the tv-series aims to entertain.

Meaning, they have taken SOME liberties in production, but overall it is fairly truthful for real deal. The scientific data about the nuclear accident and all that is more or less accurate, but for dramatic effect some things have been embellished. Example: there were people standing on a railway bridge looking at the nuclear power plant as it was on fire after the explosion, and the series states that "everyone who watched from the bridge died". It is true that there were people on that bridge and that they did get a dose of radiation, but the claim that they all died has been debunked. That sort of thing.

Also, there were hundreds of thousands of people involved dealing with the accident, the series couldn't possibly have that many characters. So they rolled many people of the scientific community into one character. And because they put a WOMAN playing the part, some jackasses cry "REEEE MUST YOU HAVE A FICTIONAL WOMAN AS A SMART SCIENTIST THIS IS SJW PROPAGANDA" and other bullshit like that.

Like stated, ignore what you hear people screaming about the series in the internet. Mostly it's just badmouthing. The series itself IS good. And while not a full documentary, it does give you a good picture of what happened and what an utter clusterfuck it was. You should watch it.

They guy basically wanted a new test made on the reactor so badly that he essentially removed ALL safeguards from the reactor, told the computer to STFU when computer recommended shutdown, and ran the test outside safety margins on a reactor that had already stalled and showing signs of malfunction. he was an asshat for his underlings and threatened to ruin their carreers if they didn't do what he said.

And then when shit fucking blew up, he refused to accept the fact that it did. He found constantly new alternative "theories" how and where the explosion had occurred despite them being shot down by all eye witnesses. Even after several people literally looked at the breached core vessel and took lethal doses of radiation (that recoloured their skin) he still did not believe them when they told him that THERE IS NO NUCLEAR CORE LEFT. He just dismissed them as incompetent of delusional.

Because of him the early response for the accident was badly lacking and real efforts to reduce harm were delayed several hours, even days.

He got 10 years in labour camp in Siberia as punishment for his actions, but was later released early due to general amnesty.

That particular test had been planned to be run even before the power plant was opened. But because of kickback-incentive systems (you finish it on time, you get a raise and a bonus) they had just waived the tests and just told everyone "yes, the powerplant has been completed on time".

Another thing was that during the building of the power plant, the roof was supposed to be made of fire-proof material. But since there were problems in acquiring said materials (and the bosses still eyeing for those bonuses they'd get if the plant was completed on time) they just redraw the plans and made the roof from combustible materials. It was cheaper and faster and you could say "we finished it on schedule".

Kinda like in modern economics if you quarterly production/profit is positive, the company management gets bonuses. So they cook the books to make it look like they reached their goals even when they really didn't.

Mismanagement, selective memory, general disregard for safety of workers and outright fraud ...as long as YOU benefit, it's all good. In that sense, Soviet system wasn't all that different from capitalist ones. Humans are greedy bastards all around the world.

They don't have the infrastructure to accommodate to the needs of thousands of tourists, and probably not even needed legislation to let such large amounts of people to actually contaminated exclusion zone where even normal people aren't supposed to live.

Obviously, most of the tourists that go there do so by paying plenty of bribed to right kind of officials, so some small scale off-the-books tourism exists and even some legit tourism (but it's more expensive as you have to jump plenty of red tape)

Ukraine in general is now a bit of a mess for all the rampant corruption, so nothing gets done and it's really difficult to change anything. And even if something happens, everyone and their uncle wants their cut of the pie. Not to mention the whole russian invasion and open hostilities between the nations.

So to answer your question in long way: it's too much difficult bureaucratic work to be done in a dangerous environment while you have your hands full of other shit to begin with.

So any "tourism work" gets throw to the back of a long queue of "shit to be sorted out when we have time and not fucking russian paratroopers trying to take over".

hey, I am not trying to badmouth capitalism OR communism. The ideological basis of the system is not the issue.

The issue is that if you have a system of incentives that pushes and encourages people to making sub-standard job/product just because they stand to gain some bonuses for "meeting the production quotas" ...then that is a sure-fire way to get some ruthless bastards into your workforce who WILL cut corners just to get to that sweet bonus milk-money.

If it means fucking the lives of 1000 blue-collar workers and poisoning the environment by dumping chemicals into rivers... then so be it. Make a bridge out of garbage and styrofoam like they did in China? So be it!

The people who do this kind of shit plan on being FAR AWAY when the shit hits the fan.
But, apparently, Comrade Dyatlov pushed his luck too far. He WAS a senior nuke chief engineer and he was confident that even if shit goes side-ways, the reactor is built in such a way that pushing the emergency shut-down button WILL shut the reactor and all will be fine.

If he doesn't need to do that, good! He will have successfully gone through the planned test, and will stand for possible promotion. If he has to push the button, he will have averted a disaster and probably will be able to shoulder the blame on some young-fresh-out-of-university 25-year technician who he can bully into submission anyways.

Shit like that happen every single day all around the world. Regardless of political, ideological or economic systems. Ruthless bastards try to get away with shit that is actually their fault because they don't give a shit what happens to other people. And then later calling it "a win" for themselves.
