A simple yet remarkable design. Also it should appeal to the public of your interst. In Pikachu's case its color made it outstand others mascots and its cute design appeal to children and woman in Japan

This also they shouldn't speak the human language. Baby talk, animal sounds, cute electronic/robot sounds (R2D2), or pokemon speak is optimal.

Why women specifically? Everyone loves pikachu.

With Pikachu, people shouldn't forget that he's also very powerful, Satoshi's most powerful pokemon in fact.

People wouldn't like Pikachu if it wasn't so powerful. I mean, some people would, but Pikachu wouldn't be any more popular than Togepi or Nyasu.

I think the main thing is having simple yet definitive details that make a character instantly recognizable from a distance or as a silhouette while fitting in with their theme. Pikachu's thunder bolt looking tail is a nice example. KiraKira Precure a la Mode has some great designs that utilize both sweets and animal themes; their hats and tails are great. Im thinking of a really recognizable ahoge from a mecha series and you probably know exactly what I mean just from that. To me things like that are what make a character a good mascot.

Mascots have been dead since the 90’s. Cute girls are better mascots now than some dumb stuffed animal.

Only watched the first season so far and I loved it, only thing I disliked is the mascot character. This little shit going "puinyooon" annoyed me, they should have made him mute.

Funny, President Aria was the one I thought of immediately. However, he has internal motivations, so he's more like a character than a mascot.
I don't think there are good mascots, only good characters. If they don't add anything to the show beyond looking cute, throw them out.

Keeping a magikarp alive with a shit ton of items while pecking away at an enemy in the games doesn't really make the pikachu in the anime less of a joke
