Even if Tsukihi weren't the canon brains of the Fire Sisters, she's at least normal intelligence while Karen is borderline retarded. Presentation and attitude really do matter and Tsukihi does make herself far more appealing than Karen even if your personal taste in bodies differs.
Then she's just a more interesting person in general, who is a force unto herself even if she's unorthodox while Karen only ever needs to be protected despite being strong physically. Really, the only reason to prefer Karen is because you have a hardcore tomboy fetish but that says basically nothing about her character.

The "trick" to Tsukihi's character is that she wears her heart on her sleeve to an insane degree. Every small emotion or desire a normal person has, Tsukihi acts on so long as the result wouldn't be awful. She's basically a thought experiment on a way of living that can't spawn oddities, because you end up with no regrets.
