It's not awful, just seemingly boring at first (even though the first few episodes/chapters are actually really good), then almost a HnK rip-off before the final episode/the last few chapters.
is pt.1 pacing fucked in the anime or fucked in the manga, i cant tell. ive read/seen a little bit of both and it was such a drastic change in pacing

Phantom is still my favourite part. Back when Jojo actually had good writing and made sense.
I can see animeonly not appreciating it quite as much though. It's a good adaptation but it's just not the same.
Still even the manga itself is criminally underrated, sadly.
Part 1 is probably one of the parts that holds up the best. It just doesn't have the great fights later parts of the series are known for.
Episodes 1-3 and episode 8-9 are good but the middle is boring as fuck.
Part 1 is fine. it's just that part 2 is so head and shoulders above it that i tend to forget part 1 even exists.
All the fights in the middle are kinda pointless and don't even have the creativity of later fights. Hamon is not well-developed as a concept yet. Jonathan's most iconic attack is dislocating his arm for fuck's sake.
It's just weaker than everything after it.
Cast is painfully bland aside from Jonathan and Dio, beginning and ending are 10/10 but everything between is mediocre and breaks the pacing, and the fights aren't memorable.
There's only a handful of fights in PB, though, so I don't know if I'd call them pointless. Jonathan kills zombies that block his way to Dio. Tarkus and Bruford drag a little, but it's not like it's 48 episodes.

The power system got completely changed.
Part 3 has some gems like the Darby Brothers, N'doul, Vanilla Ice and DIO's World but other than that most of the fights are bland and uninspired.

You won't like the first half of it, if you manage to weather through the storm (heh) you might end up liking the second half after they leave the prison and even more so when they reach Cape Canaveral but there's nothing that guarantees that, and I won't tell you to force yourself to read something you don't like.

Part 1 Dio is the best villain the series. Araki never topped himself after that. And there are just so many amazingly memorable scenes like Erina washing her face with muddy water, Zepelli punching the frog, Jack the Ripper exploding out of horses, Speedwagon and the gang attacking Jonathan, Dio rejecting humanity and the entire burning mansion battle, Jonathan's tree trunk leg, crying Dio etc. Hell, even Dio just exiting the wagon when he's first introduced is amazing.
The fusion of 19th century England and the Dickensesque tale of Jonathan/Dio mixed with occult vampirism and mystical martial arts is just incredible. Then you have the tragic ending to cap off Jonathan and Dio's powerful interpersonal rivalry. It didn't need a huge cast of half-baked characters or dozens of volumes of endless shonen battles to tell a truly great story. Part 1 is the true bizarre adventure and it does it without being lolsowhacky or falling into tired battle shonen tropes.

Episodes 1-3 are great. After is pretty meh however
Part 1 has aged really well due to how simple it is.
Araki didn't do anything really complex, instead opting to make a story based off of classic literature ideas such as the Hero's Journey.
Therefore, he was able to introduce the unique flair that only he can add to stories, while keeping the actual plot simple enough that it doesn't alienate people. People generally prefer a simple concept executed greatly over a complex concept executed poorly. The latter may have taken more thought to make, but the former is more enjoyable to read.
Hell, the "simple" idea also extends to Dio. The guy is one of the most recognizable and beloved villains in all of Manga, but it's not due to anything super crazy about his character. He's just the usual asshole villain pulled off just about as perfectly as you can get.
It's kind of a meme, but Speedwagon is genuinely a good guy. He just has the misfortune of not really being able to do anything in Part 1 while also being on the front lines.
