Well, if Prime Minister dies to Arcame attack, and Dawn is successfully set-up as a traitor, Diese is the only one left with any legitimacy to rule.
Considering it's a split cour and next two episodes are the finale, she might not have the time to do much. Though I hope writers won't be as cruel as to kill off most of her new-found nakama for the cliff-hanger.

According to the map shown in ep1, Suna is pretty far from most Kal-O borders, and surrounded by huge forests, so it might not be that. Razing happened 2 years before the end of the war, and Dawn got to be the Duke right after the war ended, I wonder if it's connected somehow. Is that why he says: "Many call me a betrayer"?

As far as I understood, Diese arranged for Lisker to attack the train and take the weapon, then secretly deliver it to him. This way Lisker gets to fight Dorothea (he likes fighting strong opponents and they thought Nein would also go), and Diese gets to have the weapon without complying to regulations and checks about having it (and without his opponents knowing he has one). Plus Dorothea's reputation and morale takes a blow.
