The author was introducing them to the audience through Nariyuki. If the intention were to designate Rizu as a loli, then his thoughts would allude or narrative it, but he didn't. What it did allude to is that she's short, and as said many times, just short != loli.
Up close fanservice shots are a dime a dozen. Pretending Rizu has none and is less curvy when it's obvious she has more curves from chest to butt when the drawing feels like showing it a desperate move and you know it.

Asumi is not a loli, and even if the characters make jokes about her "looking like a kid", her actual appearance isn't constituent of loli body forms, especially her face, which (aside from height) is the most important factor.

They are on the same level even if Mafuyu is bigger for obvious reasons. The point is that Rizu doesn't get that kind of fanservice because Asumi is obviously curvier from the waist down, which in turn means she has a more developed body except for the chest area, so she can't be a loli if Rizu is not one according to your logic where lolis are always underdeveloped.
