Polnareff has killed many opponents, including fucking Vanilla Ice.
Now compare that to Mista, who only have sent Sale to hospital and killed Carne who came to die and did nothing. He mostly get shat on in fights, more so than he succeeded.

Why does Diavolo have infinite usage of his time skip when it physically strains Jotaro to stop time? He's not a vampire like Dio or anything.

Jotaro was investigating Dio's journal, and asked Koichi to go meet Giorno to see if he's someone in need of surveillance or investigation or not. Once he was done with that he could treat the rest of the trip as an all-expenses paid vacation.

You are right about diavolo incapable of doing anything during KC because that is just a image of the future, like watching a video.
What happened here is that that scene was made in "one go", meaning that diavolo saw the future and intermediately thought on how to act (moving away from polnaref's charge and then blinding him) and when in real time that moment came, everything happened as diavolo saw and planned.
