It doesn't even matter how strong they are, if they're just a gag or if he can even control them properly, because they will ultimately solve the situation somehow.
The biggest problem is how he acquired the black whip shit. He got it through sleeping and it activated seemingly by random. That's like Goku unlocking SS in his sleep after having a bad dream, instead of it being strong emotion after seeing his friend krillin getting killed before him. It has the same basic problem like Naruto, where the morale of the lesson was supposed to be that hard work overcomes talent, but ultimately throwing it away by making the MC a walking deus ex machina that already was handed a winning ticket at the very beginning of the manga.

This isn't an easy situation to write yourself out of and I have no faith in Hori in pulling it off. The fights will look cool. The character designs will look cool. The story and reasoning will make less and less sense going further and further.

Well, we already know the black whip came out from strong emotions, since it only happened once Monoma told Deku All Might losing his powers was Bakugou's fault and he knows just how badly Bakugou felt about that. Deku even said it himself later when they were trying to activate it again. Before that it wasn't really black whip so much as having some weird quirk style wet dream reaction. It's also seemingly implied that Shinsou's Brain Washing had a hand in helping activate it, but that could also just be coincidence. Either way, the key seems to be his ability to handle more of All Might's power. It makes slightly better sense to have him unlock difference powers with his increase in strength than "I'm at 30% power now, so I can just punch harder." At least from a visual standpoint. In that regards I can't fault Hori for going that direction. I think he could have introduced his quirk at a better time and in a better way, but it was always going to be the logical next step on Deku's personal journey.

After this display it almost feels like Twice HAS to die in this arc. Now that he's over his mental clone problem he can just shit over everything instantly.
