Horror doesn't really work in episodic mediums if you're trying to tell a long-form story. It's better to stick to self contained stories ala Tales from the Crypt, certain Twilight Zone episodes, Are you Afraid of the Dark, etc. Haven't seen Another, but I'm certain it's not actually scary.
Junji Ito anime adaptation could have been epic had it was done by a competent studio.

I love Higurashi but it was not remotely frightening.
Depends on what you are rating the horror as. I think the best thing an anime/manga can do if it's attempting to be in the horror genre is to unnerve the viewer/reader. Higurashi accomplishes this so I think it's a good horror series.

Another was a comedy. Halfway through I turned the fucking subs off.

Another isn't actually scary, but I don't see why horror wouldn't work in episodes in principle. Horror games work fine even if the player saves, exits, and comes back later. If anything, I'd say they work better that way since you can get desensitized to the scary parts if you play too long in one sitting.
As for why there isn't any good horror anime, my best guess is that it's an intersection of two pretty unrelated non-mainstream interests. Finding people who are willing to watch anime is hard enough, finding people who are both willing to watch anime and willing to watch scary things is harder, whereas generally the horror fans are perfectly happy watching a romance or something if it's good.

That usually implies you get scared. All Another did to me was make me laugh every time someone died in a ridiculous fashion. The rest was gore and some plot.

Because horror is as subjective as comedy; some people get scared and surprised at physical level from the smallest things while some don't.
Episodic horror to me sounds like a cheap excuse for simple characters that you barely give a fuck about getting killed by jump scares; while you can make short episodes work with cool weekly monsters and one-time gimmicks, it's much harder to make impactful characters or an interesting plot without giving them a good while to develop.
Glad I wasn't the only one watching this as it aired and losing my sides.

Keeping the mood intact across a serialized show is damn near impossible. Once you hit the credits your audience will have a week to process things which resets the tension. Even on a binge a serialized show is going to have natural breaks and stops because of the episode-by-episode format.
Horror games have the advantage of putting the player directly in the situation, so even if they save and walk away. When they boot the game back up they are still stuck in that dark basement with ghouls coming out of the darkness and they only have 2 bullets left.
The tension in horror games resets everytime you die. If you make a game where you die a lot, then it becomes numbing trial & error. On the other hand, if it's too easy then you won't have any tension in the first place.
More of a horror comedy. Some of the shit that happens is off the fucking wall.

Shiki was a good horror anime. It would have been better without all the stupid hairstyles though.
Many horror anime from the 90's were cool as fuck. Check Wicked City (pic related) or Demon City Shinjuku.
