I just started watching this; am currently on E6. Yes the structure is very formulaic so far but they're quite creative given that structure, and I believe it's going to broaden out soon (more heroes, etc).
Remember it was a children's weekly show. Think about "vintage" TV e.g. "The A-Team" [for children], or "Columbo", "Mission Impossible", etc. They're no less rigid; it's all a question of what you do with it.

soon enough the secondary bad guy changes and is replaced by one that instead of collecting energy relying on the cupidity of masses of people focuses on appealing to a single person to get a massive amount of energy, which arguably makes for more intimate stories. more interesting character dynamics are progressively introduced as the primary and secondary cast are expanded.
as for when it gets good, it is always good, since the appeal of the show doesn't lie in plot progression but rather on character interactions that in turn make the climaxes much more impactful, and overall in that peculiar brand of charm that is unique to old mahou shoujo shows.

It's just that kind of show and it's not going to change. It's an episodic show with a lot of slice of life elements which is generally why people like it in the first place. If you want something more straightforward you can read the manga or watch Crystal but honestly that stuff isn't that great. So maybe it's just not for you.
