The Christmas date operation episode where Megane and crew set up a fake love letter for Ataru was pretty great.
"Death of Cock Robin" was super funny.
The episode where Lum has amnesia and Mendou kidnaps her to convince her she's his fiancee was a fun one.
Those are the first to come to mind, but honestly every episode was fantastic.

That said, there's also a chapter of the manga where she disguises her horns and pretends to be a human transfer student to fuck with Ataru. The art may be referring to that instead, given the uniform.

UY is more so a romantic set up that is mostly oriented around comedy, were Maison Ikkoku is more so a romance with comedic elements.. Unlike with Maison you never really feel like there is much of an ongoing story that should be progressing - it is just whacky episodic comedy and a lot of neat experimentation. I think Oshii's dry humour and slight touches of surrealism and faux-drama really elevate it as a tv show. Only problem is that it takes a good 20 episodes or so before it really starts hitting its stride, most of the second cour is dull. But man by the time they start approaching the 40s the show can get masterpiece tier in a lot of scenes.
