I really don't think Jiraiya has the firepower to break through a susano.

He does in Sage Mode. Well even without SM he can make huge AOE attacks like giant swamps or fireballs but in SM his rasengan can destroy a mountain according to the databook.

But most importantly he can attack around the susano using either sound genjutsu or the swamp.
