I think the reason that Togashi goes on so many hiatuses is due to stress. He's pretended so long to be this great intellectual, filling his manga with so many references to high culture and philosophy, that he's worried that if he slips up, all his readers will realize what a hack he really is. So, he keeps having mental breakdowns. The only reason WSJ treats him with any respect is if they say the wrong thing, he'll start screaming and curl up into the fetal position and start weeping. Them letting him have full control of his manga is a small mercy.
