He’s the second strongest fighter the first crew member, Nami is the navigator which means she has authority to tell whoever (including luffy) to do anything when navigating. The way he acts as a balance to luffy absolutely makes him second in command

Even if you don't count fighting he can watch the ship, help steer the ship, clean the ship, carry heavy groceries, be on lookout and things like that.
Not everyone without a clear job description is a charity case.

There's also no such thing as a ship's sniper. As I said, don't read too deep into it. And yeah, Zoro has moments of authority. That doesn't make him "second in command", that just makes him a badass. The strawhat crew doesn't have a hierarchy like that, htey are more like a family.
