Therefore I'd say the anime is based on the manga instead of the LN. Seems like the LN medium was the first try by the author but they later decided that it's better to publish in manga format.

My problem with zetsuen no tempest is the deus ex machina sword that solved all problem. I didn't read the novel though, so I don't know whether that sword appeared out of nowhere like in the anime or not.
