ToC shows the series "ranked" according to the reception of chapters from 8 weeks before. Since new series don't have that amount of chapters yet they aren't ranked.

It makes sense though, because CM has the same editor as Jigokuraku and SpyXFamily, one of the most popular series there.

They are there because ToC is literally tablet of contents. Every magazine has them, WSJ is the only who is considered a ranking of popularity.

Both Haikyuu and MHA can be put anywhere in the rankings right now and it wouldn't mean anything. They're the series most successful after OP currently and sales are doing fine even if a bit stagnant, they both get new anime seasons later this year so I expect both to be pushed again then.
It's not a sign of anything special unlike Souma who shit the bed so bad everyone dropped it.

The bottom placement isn't consistent, it's mostly in the middle with some highs and lows occasionally. Considering sales are still good it just looks like the series is safe but with reason to push it over the newer series that has or just had animes.

It being low for 1 week doesn't mean a whole lot, there were stories of one piece getting dropped to the back for a week because oda missed a deadline.
