Doesn't make sense for him to be Saitama due to the timescale. Also, I think Saitama would remember if he had already joined the Hero Association.

Even not counting the timeframe. It is pretty clear that BLAST were in contact with Hero association, while Saitama never bother registration until he met Genos.
